N123billion fraud: Auditor General’s Report Indicts Ex-Head of Service, Oronsaye



·         N52billion monthly pension payments unaccounted for

A damning report by the office of Nigeria’s Auditor General has indicted a former Head of the Civil Service of the Federation, Stephen Oronsaye, over an alleged N123billion fraud perpetrated during his tenure, between 2009 and 2010, PREMIUM TIMES can authoritatively report today.

The 169-page report, entitled “Special Audit of the Accounts of the Civil Pensions”, found Mr. Oronsaye guilty of allegedly presiding over the looting of the nation’s resources during his tenure.

The audit by the Auditor General arose from the work of a Special Audit Team constituted by the Federal Government in May 2011 to conduct a comprehensive examination of the accounts of the Civilian Pension Department domiciled in the Office of the Head of the Civil Service of the Federation.

The audit, which covered the period 2005 to 2010, uncovered monumental financial irregularities, opaque transactions, irregular and abnormal running costs, and outright stealing and kick-backs said to have reached its zenith during the 18 months that Mr. Oronsaye served as Head of Service.

The Auditor General’s office, insiders say, completed its assignment and submitted its report to government in 2012. But no action has been taken to bring all those indicted to book.

Eagles can still qualify for Afcon 2015, says Chukwu

Former Nigeriacoach Christian Chukwu is optimistic that the Super Eagles can still make the 2015 Africa Cup of Nations despite their current predicament.

The reigning African champions face a tortuous route to Morocco where they will be hoping to defend the title won in South Africa in 2013 having lost 3-2 at home to Congo and playing a 0-0 draw in Cape Town.

According to ‘Chairman’ as he is popularly called, the draw against Bafana-Bafana on Wednesday is far better than a defeat while insisting that Keshi’s men must work extremely hard in their remaining matches if they must qualify for the biennial football showpiece.

"The goalless draw is not really a good result for us though it’s far better than a defeat, it still leaves us in a very dicey and tight corner as far as the qualification race in Group A is concerned,” Chukwu told

"The result is not in our favour and it means we must work really hard in the remaining matches if we must qualify to defend our title in Morocco next January.

"Congo have taken an unassailable lead of the group on six points with their superb 2-0 win against Sudan followed closely by South Africa on four points; the scenario is not a smiling one for us at the moment.

"I thought having lost at home in the first group game to Congo we would have gone all out to if need be spill blood to retrieve the points against South Africa to put us on strong footing towards qualification,” he continued.

"Qualification is still within our reach but we must do something extra-human to grab it against determined front runners, Congo and South Africa.

"I don’t understand why we chose to play the catch-up in a group bookmakers have already penciled us down for an easy ride to Morocco.

"The barren draw is a morale booster to the South Africans coming down here to challenge us for the three points later in the race.

"We must start earnest preparations for the next round of matches as it will be unfortunate if we don’t qualify to play in Morocco,” he concluded.
Nigeria will face Sudan in October as they hope to revive their bid for the 2015 Africa Cup of Nations.

NGO Hails FG On Infrastructure Master Plan

A non-governmental organization under the aegis of the Transformation Ambassadors of Nigeria (TAN) has commended the Federal Government (FG) on the recent approval for the implementation of a 20-year

National Infrastructural Development Master Plan as articulated and presented by the Federal Ministry of National Planning describing it as a major step towards sustained development of infrastructure in the country, as being actively championed by President Goodluck Jonathan’s transformation agenda programme.

The Federal Executive Council (FEC) had in its meeting last week approved the Master Plan for implementation with the Minister for Information Mr Labaran Maku saying that the plan which is expected to gulp hundreds of billions of Naira would ensure unanimous infrastructural development across the six geo political zones in the country by the year 2043.

A prominent leader of the All Progressives Congress (APC) in Lagos State, Cardinal James Omolaja Odunmbaku has dismissed insinuations that he is leaving the party for the PDP.

Odunmbaku who has been on medical vacation abroad returned to the state on Wednesday.

Tamuno stops Maigari from office

The Controversial Sports Minister, Tamuno Danagogo, has again stopped the Nigeria Football Federation president, Aminu Maigari, from office.

World football governing body has said Maigari and his tsecretary-general Musa Amadu mus resume work this week after the federation’s office would have been vacated by Chris Giwa and his group, who claimed to have won a recent election.

Amadu resumed work on Monday, while Maigari returned to his desk Tuesday.
But Danagogo, whose poor handling of the impasse bedeviling Nigerian football has been condemned in several quarters, stirred more controversy on Tuesday when he said Maigari should not have returned to the Glass House.

FIFA has asked Maigari to convene an executive committee meeting to set a date for the body’s general assembly as soon as possible.

The global body has equally warned the country will be banned till its next congress in May 2015 should there be any hindrance to the NFF elections planned for this month.

Woman found beheaded in north London garden

A man has been arrested on suspicion of murder after officers found a woman who had reportedly been beheaded in the back garden of a home in a London suburb.
The victim was found at an address on Nightingale Road, Edmonton, north London, just after 1pm on Thursday.

Firearms officers were sent to the scene and one officer was injured, suffering a broken wrist, during the detention of a 25-year-old man.

The Metropolitan police said officers had fired a Taser, which directs an electric current at a suspect police want to subdue, during the incident.

Police said they were called at 1.07pm to reports of a man armed with a knife. "On arrival officers found a woman, no further details at this stage, collapsed in a garden area. She was pronounced dead at the scene."

Oyakhilomes in fresh trouble as U.K. Commission probes Christ Embassy over payments

The imminent breakup of their marriage may be the least of the problems popular mega-church pastor, Chris Oyakhilome, and his wife, Anita, are facing at the moment as the United Kingdom agency is investigating the UK branch of their church, Christ Embassy, over controversial payments.

The United Kingdom Charity Commission has launched a probe into the transfer of at least N941 million (£3.6 million) by the church to overseas entities between 2008 and 2012.

In a statement on Wednesday, the Charity Commission said it has opened a statutory inquiry to investigate Christ Embassy over “a number of serious concerns relating to the use of charitable funds, in particular large connected party payments and the potential misapplication of grant funding.”

According to the Charity Commission, which is the regulator of charities in England and Wales, statutory inquiries are only opened to investigate “the most serious” regulatory breaches.

The commission said the purpose of the inquiry is to “determine whether there has been any mismanagement or misconduct on behalf of the charity trustees; to establish whether charitable funds have been properly applied and take appropriate remedial action if necessary.”

The investigation was initiated in July 2013, but after interviewing members of the board of trustees and perusing the records and books of the church for a year, the commission was still not convinced that the church has been prudent in managing its finances.

Subsequently, the UK tax authority, HM Revenue and Customs, has withheld N711.4 million (£ 2.7 million) due to the church in donation between 2008 and 2012 until the conclusion is resolved.
On August 11, the commission effectively side-lined the church’s board of trustees and appointed an interim manager to take over the management of the church.

In what it described as a “temporary and protective measure,” the commission appointed Rod Weston of the international audit and accounting firm, Mazars, to take over the running of the church.

Until investigation is concluded, Mr. Weston would “take over the management of the charity, including its staff, assets, interests, and relations with third parties,” the commission said. He is also expected to discharge the functions of the church’s trustees and take steps necessary to secure and take control of the assets of the church.

The commission however added that the activities of the church would not be suspended by the appointment as the Interim Manager is expected to work with the pastors of the church to ensure its religious and charity activities continue as before.
Curious payments

Although the Charity Commission said it does not provide details of ongoing cases so as not to jeopardize the investigations, PREMIUM TIMES assessment of the case however revealed that the church may have made curious payment worth at least N941 million ((£3.6 million) to individuals and companies closely connected with it.

A study of the church’s financial statements from 2009 to 2012 posted on the Charity Commission’s websites, show that approximately N403 million (£1,572,047) was paid to Love World Limited from the transmission of the church’s broadcast.

Curiously, the sole director of Love World Limited and sole shareholder is one Pastor Obiora Chiemeka who is also listed as a trustee of the church. Mr. Chiemeka was appointed a trustee in 2009, the year the church began to make the payment to his company.

The church also paid an estimated N538.5 million (£2.1 million) as grants to mostly Nigerian partner organisations between 2008 and 2012. On a closer look, PREMIUM TIMES discovered that some of the charges the payments were said to cover were arbitrary, suggesting they might have been used for other purposes other than what they were listed for.

Adamawa 2014:Modibbo Denies Stepping Down For Fintiri

THIS DAY has this story. Dr. Ahmed Mohammed Modibbo of the Peoples Democratic Party, PDP who is one of the aspirants in the Adamawa by-election has denied stepping down for acting Governor, Ahmadu Fintri.

One of the contenders in Adamawa State governorship by-election on the platform of the Peoples Democratic Party (PDP), Dr. Ahmed Mohammed Modibbo, yesterday dispelled ongoing rumours that he had stepped down from the governorship race for another aspirant in the party.

In a statement issued by Modibbo’s media assistant, Justice Toba, he said there were ongoing rumours across the state that Modibbo and three other aspirants have stepped down for the state acting Governor, Ahmadu Fintri.

Modibbo therefore called on his teeming supporters to disregard the news, describing it cheap propaganda, as he reiterated that he was still in the race and that the news of his purported withdrawal was a deliberate attempt by his political detractors to misinform the electorate who he said were on his side.

Doctors discover 36 Year Old Baby Skeleton inside Indian Woman

An Indian woman Kantabai Thakre became pregnant in 1978 at the age of 24. Doctors said the ectopic pregnancy (a complication of pregnancy in which the embryo implants outside the uterine cavity) had little chance of success.
 
Thakre said she was terrified of an operation, so she fled home and sought treatment for the pain in a small clinic near the village she lived.
The pain subsided after a few months and she was convinced that she had been cured.

But last week, the pains returned, Thakre now 60, visited doctors. They found a lump on the lower right side of her abdomen and the doctors at the NKP Salve Institute of Medical Services were concerned about cancer.

The Enugu State House of Assembly has on Tuesday morning impeached the state’s Deputy Governor, Sunday Onyebuchi.

Mr. Onyebuchi has been accused of operating a commercial poultry at his official residence and of flouting the orders of the State Governor, Sullivan Chime, although many are of the opinion that both allegations do not qualify as impeachment offences.
The impeachment panel had, on Monday, submitted its report to the Speaker of the State House of Assembly, Mr. Eugene Odo.

Boko Haram Chases 480 Nigerian Soldiers into Cameroon!

No fewer than 480 Nigerian soldiers have fled into Cameroon as the Boko Haram terrorist group engaged them in heavy fighting. The Cameroonian Army spokesman, Lt. Col Didier Badjek who confirmed that the soldiers fled into Cameroonian territory stated that they have since been disarmed and are presently being accommodated in schools.

The terrorist group has continually clashed with security forces around the Cameroonian border. As of the time of filing this report, fighting was reportedly going on in Gamboru Ngala, a border town.

Meanwhile, the Boko Haram group released a video on Sunday, in which its leader claimed an Islamic caliphate has been established in territories they have captured.

Ebola casts shadow on Nigeria's Osun Osogbo festival‏

The deadly Ebola virus has cast its shadow over Nigeria's annual international Osun Osogbo festival.

"The disease has seriously taken a toll on the festival," Sikiru Ayedun, Osun State Tourism Commissioner, told Anadolu Agency in an interview.

"That is because we are looking at a situation whereby every year we grow the attendance of people coming for our festival in the state," he said.

"Last year we had between 10,000 and 20,000 visitors, including devotees, tourists from abroad and celebrants," Ayedun recalled.

He said the Ebola outbreak shut the door against foreign attendants and gravely reduced the size of attendants.

"This effect is not just for the government," asserted the tourism commissioner.

"The hospitality industry, cuisine providers, artists and memorabilia artisans who ought to make money are all affected," he noted.

"But we appeal to the people to bear with us because it is better for us to be healthy than to create a wealth that would put us in crisis," insisted the official.

He said the state government hopes to heighten its drive for foreign investors in the Osun Osogbo festival, a significant part of which is the mass visit to the Osun Osogbo Sacred Grove, designated a world heritage site since 2005.

Tony Elumelu supports Nigeria with N50million To tackle Ebola virus

Chairman of Heirs Holdings and former MD of UBA bank, Mr Tony Elumelu has donated N50m to support the Federal Government's effort to contain the Ebola virus in Nigeria.

According to whonaija this was made known by the Special Assistant on Media to the Minister of Health Prof Onyebuchi Chukwu, Dan Nwomeh, on social media today. US Doctor Cured of the Ebola Virus Speaks {Read Full Statement}

Dr. Kent Brantly, a US doctor who contracted the deadly Ebola virus in Liberia was yesterday discharged from the Emory University Hospital in the United State having been cured of the disease.

Upon his release, Ar. Brantly made a statement explaining what transpired throughout his sojourn in Liberia where he contracted the disease.

During the course of June and July, the number of Ebola patients increased steadily, and our amazing crew at ELWA Hospital took care of each patient with great care and compassion. “After taking Amber and our children to the airport to return to the States on Sunday morning, July 20, I poured myself into my work even more than before – transferring patients to our new, bigger isolation unit; training and orienting new staff; and working with our Human Resources officer to fill our staffing needs. Three days later, on Wednesday, July 23, I woke up feeling under the weather, and then my life took an unexpected turn as I was diagnosed with Ebola Virus Disease. 2015 Elections:It will Difficult For APC to Win a Polling Unit - Abia Governor

Governor of Abia state, Chief Theodore Orji, believes the All Progressives Congress, APC cannot win a polling unit in the 2015 general elections; DAILY POST reported.

Governor Orji made the statement while reacting to claims by Imo state Governor Rochas Okorocha that the All Progressives Congress, APC would soon take over Abia. Mahmud further said  the former EFCC boss had applied for waiver from the National Working Committee (NWC) of the party to enable him contest for theOctober 11 governorship election and that he was awaiting the outcome of the waiver application.

Also yesterday, the son of the immediate past national chairman of the PDP, Awwal Tukur, paid and collected the governorship nomination form for the primary election scheduled for September 6, disclaiming reports that he had stepped down for Ribadu.

Osun election: We made a mistake, Omisore is Not a Credible Candidate — PDP

The Peoples Democratic Party (PDP) grassroots political organiser and strategist, Azeez Nelson, has submitted that his party failed to present a marketable candidate in the recently concluded governorship election in Osun State.

According to News Express in Benin City at the weekend, Nelson criticised the choice of Iyiola Omisore as PDP’s candidate for the election, saying he wasn’t surprised that the All Progressives Congress (APC) candidate and incumbent governor Rauf Aregbesola won the election convincingly.

Nelson pointed to the assassination in 2001 of former Minister of Justice Bola Ige as a key election issue in Osun that brought down Omisore.

He said: “As you know, Omisore was some years ago accused of complicity in the murder of former Justice Minister Bola Ige during the administration of Olusegun Obasanjo. Though he was eventually cleared by the court, many Osun people believed they knew what happened to their illustrious son (Ige) and they were not convinced with the court’s opinion that Omisore’s hands were clean.”

Nelson was also critical of what he believes is his party’s failure to deal with the internal wrangling that led to the decamping of a frontline politician Olagusoye Oyinlola to the APC just days to the election.

“The PDP failed to tackle issues head on and made the mistake of thinking Oyinlola was a tree who couldn’t make a forest. His defection to APC with just a few days to the election in Osun state ensured the complete ruin of PDP as far as the governorship election was concerned,” Nelson argued.

Why Ribadu dumped APC for PDP

Ex-Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, has declared that the All Progressives Congress (APC) is not better than the ruling Peoples Democratic Party (PDP).

He made the declaration yesterday while justifying his defection, on Saturday, from APC to PDP – a move that shocked many political observers considering the fact that Ribadu was the 2011 presidential candidate of the defunct Action Congress of Nigeria, one of the parties that merged to form APC last year.

Scientists developing rapid test kit for Ebola virus

A rapid detection test kit for Ebola and Marburg viruses at a community level may be the next line of defense against deadly outbreaks, say scientists from Uganda's Makerere University.

Grand Challenges Canada — the scientists are developing a paper strip test to quickly and effectively identify the diseases in a project that began in July and will run until the end of 2014.

The Canadian organisation supports global health initiatives in low and middle income countries (LMICs) worldwide, including Africa. As part of their Stars in Global Health competition, they selected the project along with 101 others for the fourth round to begin the proof of principle stage of research.

“Our peer review panel of experts from across the world weigh the applicability and potential for impact of each project,” says Grand Challenges Canada programme director, Ken Simiyu.

The reviewers look at elements such as the sustainability of the project, its potential for future development and the likelihood it will save lives.

Simiyu adds: “They considered this a project that could have a large, life-saving impact in areas of the Democratic Republic of Congo, Sudan and Uganda, where Ebola is found”.

Project leader, Misaki Wayengera of Makerere University College of Health Sciences, explains the test is a vital tool for resource-poor rural communities to identify and quarantine victims of outbreaks.

Current diagnosis of Ebola requires transportation of blood samples to secure testing facilities for confirmation, which if not carefully done by trained experts could further lead to more infections due to the virus being highly contagious.

The paper strip test would limit the dangers of transport and diagnosis, according to Wayengera.

“This is a test you can use in the village setting. It is easy to use and highly effective for diagnosis,” says Wayengera.

Two modes of action for the test are currently being investigated, including an antigen-based version that would identify the virus itself and one based on antibodies present in the blood of infected individuals.

Both mechanisms would react with a blood sample from a simple finger prick to change the paper strip's colour if positive in two to five minutes, adds Wayengera.

Outbreaks of Ebola and Marburg are an ongoing problem in Uganda. According to the US-based Centers for Disease Control and Prevention (CDC), the viruses killed 19 people last year.

Coupled with larger efforts and safety programmes, the paper strip test could help reduce these figures, says Stuart Nichol, chief of the CDC's Viral Special Pathogens Branch.

Nichol tells SciDev.Net: “If there are good safety elements [in villages and small towns], the test could get a bit quicker diagnosis of the diseases, which might help prevent the infection from spilling over”.

Ebola Virus: All Returning Student Must Undergo Test- Covenant University

In the wake of the deadly and fast spreading Ebola virus being introduced into Nigeria from Liberia, unconfirmed reports reaching FNN indicate that private universities in the country are set to begin screening and testing procedures for their returning students at the beginning of their respective academic sessions, in an attempt to curb the spread of the virus.

Goodluck Fires Resident Doctors Over Ebola Virus (FULL NEWS HERE)

xtragist-President of Nigeria, Goodluck Jonathan has fired all the resident doctors in Nigerian hospitals.

This was contained in a directive by His Excellency to the Federal Ministry of Health to suspend all residency training programme for Nigerian doctors.
The directive was stated in an internal memo dated August 13 and signed by the Permanent Secretary, Federal Ministry of Health, L.N. Awute, to federal hospitals.

Awute said the sack came following an appraisal of the challenges currently facing the health sector.

“Mr. President, Dr. Goodluck Ebele Jonathan, GCFR has suspended the Residency Training Programme for Doctors in Nigeria indefinitely for the purposes of appraising the challenges facing the health sector”. Mr. Awute said.

Ebola Virus Has Caused Bad Market - Prostitute

The commercial sex worker said that the prostitution business is suffering due to the disease

The Ebola scourge has struck fear in many hearts and Nigerian prostitutes have said that this is affecting their business.

The sex workers, under the umbrella of the Association of Nigerian Prostitutes, sent out a warning to all the women of the night in the country.

This was disclosed via a statement prepared after a meeting of the organization in Lagos on Monday.

It reads:

“Some of us met yesterday in Lagos to discuss on how to sensitize our members against the disease and we are calling on them to be very careful, if possible ‘hang boot’ for now till the federal government finds a lasting solution to the killer virus.

“Once a member contracts the dreaded virus, the entire country is in trouble, and to avoid that, we want both customers and patrons to be very careful.

”We will still be meeting in Agege, Lagos on Wednesday (today) to campaign against the killer disease, but we are still using this medium to call on all members of ANP to be guided accordingly as the government battles to conquer the disease.”

Meanwhile a prostitute in Lagos, identified as Franca, expressed her anger at Liberian, Patrick Sawyer to Daily Post.

Osun APC: ‘Omisore Lost Fair And Square’

The Osun State chapter of the All Progressives Congress (APC) has said the Peoples Democratic Party (PDP) candidate in Saturday’s governorship poll, Senator Iyiola Omisore, lost “fairly”.

The party was reacting to Omisore’s remarks that his defeat to Rauf Aregbesola of APC was due to the damage done to him and his party by the former Resident Electoral Commissioner (REC) in the state, Rufus Akeju.

Untested Ebola therapies 'ethical'

Experimental therapies unproven as safe for human use can be offered to Ebola patients provided certain conditions are met, a World Health Organisation-convened panel has recommended in an effort to curtail the worst recorded outbreak of the disease.

West Africa is experiencing the most severe and complex outbreak of Ebola in history and if certain conditions are met - such as informed consent - it is ethical to offer "unproven" interventions, the panel of ethicists, medical experts and lay people concluded.

The panel said research efforts had been invested in developing drugs and vaccines for the disease over the past decade with some showing "promising" results in the laboratory, but they had not yet been evaluated for safety in human beings.

"In the particular circumstances of this outbreak, and provided certain conditions are met, the panel reached consensus that it is ethical to offer unproven interventions with as yet unknown efficacy and adverse effects, as potential treatment or prevention," the UN health agency said in a statement.
